FEARS have been raised over plans to bring in an army of "citizen snoopers" in a Hampshire town.
Eastleigh council is trying to recruit a league of volunteers to report litter louts, dog foulers, and people who even fail to sort out their rubbish properly.
The green watchdogs would also be responsible for encouraging neighbours to cut down on waste.
But critics have blasted the scheme, warning it could encourage a culture of bin spies and curtain twitchers - and end up putting neighbour against neighbour.
The borough is among a host of councils across the country that have caused a storm of controversy by trying to enlist local residents as so-called "spies" in their community.
Council chiefs insist the volunteers or "ambassadors" would not be reporting fellow residents, but on the lookout for graffiti and acts of vandalism. The advert appears in a council newsletter and reads: "Volunteers will be involved in reporting issues in their area such as recycling, waste, fly tipping, graffiti, dog fouling and abandoned vehicles."
And recruits would also be involved in the promotion of recycling and waste minimisation across the borough.
The council's Labour leader, Councillor Peter Luffman, feared the move could lead to unrest. He said: "It will create inter-neighbour conflict. If someone starts looking through your bin and then reports you to the council for what you have got in it, how would you react?
"It is bound to create community unrest. The vast majority of people within the borough support the principle of recycling. Having individuals snooping on other people will go against the goodwill of the local people who have supported recycling."
His views were echoed by fellow labour councillor Brian Norgate, who said there was no need to recruit volunteers when the Government had given extra help to councils in explaining recycling to people.
Conservative councillor Colin Davidovitz questioned what would happen to anyone found to not be complying with the council's rules on waste and recycling.
He said: "Are they to be fined or are they to be sent for re-education, or put in stocks outside council offices for people to throw rotting kitchen waste at? We need to know."
But Cllr House defended the idea, saying: "We are trying to improve the environment for everyone's benefit and the more people prepared to get involved the better. We want to protect the environment."
He said he did not know how many volunteers had been recruited yet but he said they would all be people who cared about the environment.
He said: "They will be there to report graffiti, abandoned vehicles and local vandalism but not to report on other individuals."

Unhappily this dustbin debacle is putting the cart before the horse! Initially, the Government should have put a firm hand on the retailers, producers of plastic type material, concentrated on the plastic contained fruit and veg (which incidentally are artificially treated)and all junk mail AND then approached the public after a reasonable amount of time. Of course, it is money and power - who's tail is wagging the dog? Power is a wonderful thing. I also have a feeling its the tail wagging the EU!!!!! again the big big rich guys. Fresh food could be contained in our English pastures - look around acres upon acres of fields are left and not one sheep or cow grazing - who on earth would be controlling this source of food?

This is a great idea, we could recruit people from the community to keep an eye on undesirable behaviour, or just those who look a bit dodgy and report them to the authorities so they can "check them out".
We could call them "State Trained Activists for Social Improvement", or STASI.

Well said Clair. Enough material there to keep this thread going for days! I definitely agree that excessive centralisation leads to the crazy anonalies you describe and unfortunately we have a Government who think that centralisation, micro management right down to dictating what we put in our rubbish and spying on each other are the kind of healthy society we always wanted in the UK. A well known Georgian was also a fan of these things - Stalin.

I take it Councillor Luffman does not approve of the government bringing in legislation to accredit individuals and commercial organisations to hand out on the spot fines, as this would be the next step for Eastleigh.
You'd quickly find some local jobsworth fining their neighbours because their bins were put out on the wrong day or some other trivial indiscretion.
People really need to start using their vote to stop this kind of idiocy.
It is the duty of the councillors to set policy and the duty of council officers/employees to implement policy.
Make the councillors do the job you want them to do and stop the jumped up little jobsworths in the council from annoying the hell out of the people they are supposed to serve.

How many people out there are [italic]still[/italic] putting the likes of orange juice cartons, ice cream tubs, margarine tubs etc. in the re-cycling bin?
These are every day commodities that obviously can't be composted so need to go in the houshould waste. With a lid down, no side waste policy, it's ridiculous.
Where possible I reuse tubs for the freezer or for the kids craft box, but I can only keep so many.
The government should be forcing the producers of these products to only use accepted recyclable material. I will now only buy the orange juice that comes in bottles like milk.

The real story doesn't seem to be about bin snooping, more about uniting against anti social behaviour in general. This side of things I think our neighbourhoods DO need to unite on.
The pikey scum class is slowly taking over and the understaffed police force need us to be their eyes and ears to a certain extent.
Reporting anti social behaviour such as kids vandalising parks where I want to be able to take my little daughter is essential. (as an example)
If unchallenged, the ferals will assume what they do is acceptable when it isn't.
Obviously vigilante groups is no solution so something like this might help clear our neighbourhoods up.
United we stand and all that.
The bin thing is just pathetic though and I think, a Red Herring on this story.

Ridiculous, it will lead to more neighbour disputes than there are now! Even if, IF, it was a scheme dedicated to anit-social behaviour and graffiti (which it wont be! goven that parking wardens are soon to be given powers of arrest to include anti-social behaviour) they councils/police to sud all to enforce the powers given to them in situations such as asbo's and the like. What it will do is mean that more people can be fined without the cost of a waged individual and his uniform!
One of the biggest problems with anti-social behaviour is that the victims of the community no-longer stand together, they are all too busy hiding in their own corner! Bringing about more segregation with snoops will make that far worse.
What about the types who will opt for this job? We have an old man at the end of the road who has 13 cars, 3 parked on the road side. We aren't allowed to park there as they are his spots and when his son comes out of prison, he'll need the space another lady parks in and she'll have to move her car (his words), he has a cb radio that cuts out everything locally and that cranks up way about the houses like the winter hill mast! He's built a she on half of nextdoors garden (council) and threatened to kill me for cutting a tree (that he has hacked to bits) that is in my own garden! He seems to outsiders, the coucil and the like to be a decent guy, he'd be just the right candidate to make the rest of us here utterly miserable just for the power jump. And thats better for the community?

Sadly, society reveals a sad, demented society - can I give you backward people, an arm to lean on - we are quite aware that a lot of you are needing help - goodness knows where do the real. 'withit' people deal with the really worrying aspect of keeping England going and at the same time trying to reach out to your sad minds? The bin inspectors will be a little demented - to offer themselves to spying. WE NEED TO STOP because society is better than this disquieting intrusion.
